विधानसभा बजट सत्र का पहला दिन आज, यहां पढ़िए बजट सत्र से जुड़ी हर एक जानकारी
देहरादून। विधानसभा का बजट सत्र का आज पहला दिन है। सदन में राज्यपाल के अभिभाषण के साथ सत्र की शुरुआत होगी। राज्यपाल के अभिभाषण में सरकार के वर्ष 2025 तक उत्तराखंड को देश का श्रेष्ठ व सशक्त राज्य बनाने का रोडमैप दिख सकता है। विधानसभा का बजट सत्र आज 26 फरवरी से एक मार्च तक चलेगा। साेमवार को सुबह 11 बजे से विस का बजट सत्र शुरू होगा। इसके बाद राज्यपाल लेफ्टिनेंट जनरल गुरमीत सिंह (सेनि) का अभिभाषण होगा। पहले दिन अभिभाषण के अलावा अन्य कोई विधायी कार्य नहीं होंगे। राज्यपाल के अभिभाषण के बाद सदन की कार्यवाही स्थगित हो जाएगी। भोजनावकाश के बाद तीन बजे से फिर से सदन चलेगा।
बजट सत्र के लिए पक्ष-विपक्ष के सभी विधायक देहरादून पहुंच गए हैं। विधानसभा सचिवालय ने भी सत्र के लिए सभी तैयारियां पूरी कर ली है। विधायकों की ओर से 300 से अधिक प्रश्न मिले हैं। रविवार देर रात विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण के यमुना कॉलोनी स्थित आवास पर कार्यमंत्रणा समिति की बैठक हुई, जिसमें एक मार्च तक सदन संचालित करने के लिए एजेंडा तय किया गया। बैठक में संसदीय कार्यमंत्री प्रेमचंद अग्रवाल, विधायक खजना दास व उमेश शर्मा मौजूद रहे। विपक्ष की ओर से नेता प्रतिपक्ष यशपाल आर्य और कांग्रेस विधायक प्रीतम सिंह ने कार्यमंत्रणा से इस्तीफा दे रखा है, वह कार्यमंत्रणा में शामिल नहीं हुए।
प्रदेश सरकार 27 फरवरी को बजट पेश करेगी। हालांकि, कार्यमंत्रणा समिति की बैठक में तय किया गया कि बजट 27 को सदन में लाया जाएगा। 28 को राज्यपाल के अभिभाषण पर धन्यवाद प्रस्ताव लाया जाएगा। 29 को विभागवार अनुदान मांगों पर चर्चा होगी, जबकि एक मार्च को बजट पारित किया जाएगा। सरकार की ओर से वित्तीय वर्ष 2024-25 के लिए 90 हजार करोड़ रुपये का अनुमानित बजट लाने की संभावना है। जिसमें सरकार का फोकस सशक्त उत्तराखंड का संकल्प रहेगा। इसके अलावा महिलाओं, युवाओं के लिए स्वरोजगार, किसानों के कल्याण, शिक्षा, स्वास्थ्य क्षेत्र में सरकार नई योजनाओं की घोषणा कर सकती है।
नेता प्रतिपक्ष यशपाल आर्य का कहना है कि पहले ही कार्यमंत्रणा समिति से इस्तीफा दे दिया गया है, जिससे बैठक में जाने का कोई औचित्य नहीं है, लेकिन प्रदेश सरकार की तरफ से भी किसी तरह की कोई पहल नहीं की गई और न ही विधानसभा से बैठक की सूचना मिली है। संसदीय कार्य मंत्री प्रेमचंद अग्रवाल ने फोन कर इतना जरूर कहा कि विपक्ष को कार्यमंत्रणा बैठक में आना चाहिए।
