विक्टिम कार्ड का सहारा
उचित यह होता कि नरेंद्र मोदी राष्ट्रपति के अभिभाषण पर हुई बहस का जवाब देते समय उठाए गए सवालों के तथ्यपरक जवाब देश के सामने रखते। लेकिन उन्होंने अडानी का नाम तक नहीं लिया। लोकसभा में राहुल गांधी सहित कई विपक्षी नेताओं ने प्रधानमंत्री और सरकार से अडानी प्रकरण में खास प्रश्न पूछे थे। उचित यह होता कि नरेंद्र मोदी राष्ट्रपति के अभिभाषण पर हुई बहस का जवाब देते समय उन सवालों के तथ्यपरक जवाब देश के सामने रखते।
लेकिन उन्होंने अडानी का नाम तक नहीं लिया। इसके विपरीत उन्होंने कहा कि उन्हें ‘गाली’ दी गई और सदन में ‘झूठ’ बोला गया। इसके साथ ही उन्होंने कांग्रेस के पतन पर लंबा वक्तव्य दिया और विपक्ष की ‘निराशाओं’ का जिक्र किया। और दावा किया कि उनकी ताकत अखबारी सुर्खियों या टीवी चर्चाओं से नहीं, बल्कि देश के लिए समर्पण से बनी है। सरकारी कल्याण योजनाओं को उन्होंने खुद से जोड़ा और कहा कि उनसे लाभान्वित लोग विपक्ष के आरोपों पर भरोसा नहीं करेंगे। सदन में प्रधानमंत्री बोलते, इसके पहले ही स्पीकर ने एक अभूतपूर्व कदम उठाते हुए राहुल गांधी के भाषण के कुल 18 हिस्से कार्यवाही से हटा दिए। इनमें वो हिस्से भी शामिल हैं, जिनमें गांधी ने मोदी और अडानी के रिश्तों पर सवाल उठाए थे।
राहुल गांधी ने अडानी और मोदी की एक पुरानी तस्वीर सदन में दिखाई थी, जिसे भी रिकॉर्ड से हटा दिया गया है। उधर राज्यसभा में एक और सिद्धांत प्रतिपादित किया गया। इसमें कहा गया कि सदन में प्रधानमंत्री की आलोचना नहीं हो सकती, क्योंकि प्रधानमंत्री एक संस्था हैं। अब देश के विवेकशील लोगों के सामने यह विचारणीय प्रश्न है कि क्या जिस व्यवस्था में हम जी रहे हैं, उसे किस ढंग का लोकतंत्र कहा जाए? लोकतंत्र का आम सिद्धांत जवाबदेही है।
सवाल पूछे गए हैं, तो जवाब देना सरकार का काम है। इसी तरह प्रधानमंत्री सबसे ऊपर हैं, यह धारणा सिरे से अस्वीकार्य है। बल्कि ब्रिटिश व्यवस्था में (जिसे हमने अपनाया है) प्रधानमंत्री को कैबिनेट में समान दर्जे वाले पदधारियों के बीच प्रथम होने की मान्यता ही रही है। इसी आधार पर कैबिनेट के सामूहिक दायित्व का सिद्धांत प्रचलन में रहा है। लेकिन वर्तमान सरकार के तहत तमाम नए सिद्धांत और परिपाटियां गढ़ी जा रही हैं। इस परिघटना पर गंभीर चर्चा की जरूरत है। वरना, भारतीय लोकतंत्र के स्वरूप को उस हद तक बदल दिया जाएगा, जिससे इसे पहचान पाना ही कठिन हो जाएगा।
